Julie Gable

Julie Gable was named Buena Vista’s Interim Chief Executive Officer in December 2024. Although new to this position, Julie is not new to Buena Vista Recovery, having spent the prior three years working closely with the team as a strategy consultant. Julie brings decades of experience to this position as a strategic leader, change agent, and illuminator across industries. These experiences include executive at Accenture, COO of a tech consulting firm, and, most recently, CEO of BusinessWhys, a boutique management consulting firm. Julie also coaches executive teams, helping them to increase accountability, focus, and traction on strategic goals. In 2021, Julie was honored to receive the Most Influential Women in AZ – Trailblazer Spotlight Award by AZ Big Media and, in 2022, the Outstanding Women in Business Award by Phoenix Business Journal. Born and raised in the small mountain town of Los Alamos, New Mexico, Julie loves to be outside in nature, playing tennis, skiing, or hiking with her husband and their two adorable rescue dogs, Solo and Mika. She is also the proud mother of two exceptional young women whose courage and thought-provoking perspectives inspire her daily. Committed to supporting her community, Julie is honored to serve on the boards of the Arizona Humane Society and the Arizona Center for Nature Conservation (Phoenix Zoo).

Mike Kalsek

Mike Kalsek brings over two decades of diverse financial leadership experience spanning banking, healthcare, and behavioral health. As the current Director of Finance at Buena Vista Recovery, he oversees financial operations supporting a full continuum of addiction treatment services, including medical detox, residential care, and outpatient programs. His work is driven by a passion for combining sound financial strategy with mission-driven care for individuals on the path to recovery. Mike began his career in the financial sector, working as a bank teller in Indiana before transitioning into mortgage auditing and sales upon moving to Arizona in 2002. After a decade in banking, he shifted into healthcare finance, first in skilled nursing facilities and later moving into acute care settings. He has held leadership roles including Controller for a Dignity Health joint venture, overseeing a 16-bed hospital and 10 freestanding emergency rooms, and served as CFO across multiple business lines—ranging from surgical centers and anesthesia providers to real estate entities. Mike also serves on the Board of Directors for Banner Federal Credit Union, where he brings his cross-industry experience and collaborative mindset to support organizational growth and member value. His financial acumen, operational insight, and commitment to healthcare excellence continue to shape the strategic direction of the organizations he serves.

Jill Byron

Jill Byron is a seasoned healthcare leader with over 20 years of experience driving strategic growth and transformation across diverse healthcare organizations. Throughout her career, she has consistently led cross-functional teams to deliver scalable, data-driven solutions that improve care delivery and operational efficiency. Jill specializes in client success, operations, implementation, and analytics, with a proven ability to align executive stakeholders, optimize performance, and generate significant business expansion. Her career reflects a deep commitment to innovation, collaboration, and patient-centered care. Jill lives in the East Valley with her partner, Sam, and has two young adult children, Ethan & Allie. They cherish their time together as a family, good friends, live shows and sporting events, being physically active, and Crust pizza. Jill is also a trained Hatha yoga instructor as a healing modality and certified holistic health coach.

Dr. Paul R. Valbuena

Paul R. Valbuena, M.D. is the current Chief Medical Officer of Buena Vista Health and Recovery. He is a double board-certified psychiatrist in adult, child, and adolescent psychiatry, a Diplomate of the American Board of Psychiatry and Neurology, also specializing in addiction medicine. He completed his B.S. in Microbiology and undergraduate training at the University of Oklahoma in 1993, went onto Michigan State University to complete his adult psychiatry residency training, and proceeded to a Child and Adolescent Psychiatry Fellowship at Maricopa Integrated Health System in Phoenix, AZ. He is the founder and owner of Valbuena 360 Wellness Center in North Scottsdale, where he provides 360-degree medical services from Medical Aesthetics and Integrative Medicine to outpatient psychiatry services. Dr. Valbuena lives in Scottsdale, AZ, is happily married to his wife, Gina, whom he met in medical school, and is also the proud father of 4 children. He is dedicated to providing optimal and cutting edge medical services to all ages.

Sean Kewin, MA, LPC, NCC

With over 18 years of experience in the behavioral health field, Sean is a dedicated mental health professional committed to creating meaningful change in the lives of others. A licensed therapist for over 13 years, Sean specializes in supporting adults navigating mental health and substance use challenges. While clinical work has been central to his career, his true passion lies in leadership and program development. Sean has led transformative initiatives focused on increasing access to care, improving treatment outcomes, and designing innovative, client-centered programs. His strength in organizational leadership and strategic development has consistently empowered teams to provide high-quality, compassionate services in complex and evolving healthcare environments. Outside of his professional work, Sean enjoys all things automotive, playing golf, spending time outdoors with his family, and discovering new and exciting food spots around his hometown of Tucson.

Katie Noetzel, BSN, RN

Katie Noetzel started with Buena Vista Health and Recovery in November 2023 as the Executive Director and Director of Nursing at the Cave Creek location. Before Buena Vista, Katie was a House Manager at St. Joseph’s Hospital and Medical Center in Phoenix, ensuring the smooth operation of St. Joseph’s 600-bed facility, including enabling effective patient placement, monitoring hospital-wide staffing levels, facilitating interdepartmental communication, and risk management. Prior to her role at St. Joseph’s, Katie held a variety of hospital leadership positions, including ER Director, ER Senior Manager, Endoscopy Clinical Manager, and PACU Clinical Manager. Along with a bachelor’s degree in nursing from Western Governors University, Katie also comes to Buena Vista with over a decade of nursing experience working in the emergency room at Providence Hospital in Everett, WA, the busiest ER in the state, and over a decade of business ownership, having opened and operated two Anytime Fitness locations. Katie takes pride in supporting her staff by ensuring they have the tools to work efficiently and safely. She is well regarded for her strong business acumen and commitment to patient advocacy. Katie lives in Phoenix with her husband and their two Jack Russell Terriers.

Lynn Santella, MSN, RN

Lynn Santella began her role as Executive Director of the Chandler campus in April of 2023 with Buena Vista Health and Recovery Centers. Prior to this role, Lynn was the Manager of Neurosurgery at Barrow Neurological Institute at St. Joseph’s Hospital and Medical Center located in Phoenix, Arizona. Lynn was responsible for overseeing the daily operations and productivity of 11 Neurosurgery Suites. Lynn spent 27 years in total in the Operating Room as a Surgical Technologist, Registered Nurse, and Nurse Manager prior to making the transition to Behavioral Health and Substance Abuse addiction treatment. Lynn received her Master of Science Degree in Nursing Leadership from The University of Arizona in Tucson Arizona and Bachelor of Science in Nursing from Lewis-Clark State College in Lewiston, Idaho.

Jose Leon

Lucas Miller

Lucas began his career with Buena Vista Recovery as a Behavioral Health Technician, working directly with patients in early recovery. Eight years sober himself, he draws on his lived experiences to connect with others in meaningful, authentic, and impactful ways. His time working with Buena Vista’s patients inspired a deep commitment to building strong, ongoing recovery support systems, including expanding the organization’s Alumni Program. Lucas is especially passionate about supporting underserved populations, including individuals experiencing homelessness and those re-entering society after incarceration. His work focuses on creating opportunities for connection, purpose, and service within the alumni community—helping to reduce relapse risk and promote lasting sobriety. When he’s not supporting patients or coordinating alumni events, Lucas can be found riding his motorcycle along Arizona’s scenic roads or playing music with his band—a creative outlet that remains an important part of his own recovery journey.

Roxanne Maloney

Roxanne is an Arizona native, with three adult children and one granddaughter; all who live in the valley. She enjoys cooking, entertaining, traveling and spending time with family. She is an HR Professional with 25+years of experience and has proven record of creating a strong team environment while executing strategic HR initiatives. She enjoys being challenged and friendly competition.
